In late summer 2022, three local veterans Rich Kolb, Terry Buckler, and Frank Johnson conceived the idea of a memorial in Kearneys Jesse James Park while walking on its trails.

Theidea was prompted by a long-standing sign proclaiming that a monument would soon be erected. That sign went up 12 years before the present project was launched.
